아래 연명한 한국의 시민사회단체들은 함반토타(Hambantota) 지역에서 법과 지역주민들의 권리를 무시한 채 추진되고 있는 대규모 태양광 단지 확장 사업이 지역의 생태계를 파괴하고 지역주민들의 기본권을 침해하고 있어서 우려합니다. 중장비를 동원하고 고의적인 방화를 이용한 사업 과정은 중요한 야생동물 이동 통로를 제거함으로써 멸종위기에 처한 코끼리와 지역 농업 공동체를 모두 지탱하는 토지를 ‘녹색 강탈(Green Grabbing)’하고 있습니다.
이 확장 사업은 코끼리 보호구역 내 1,000에이커가 넘는 숲을 파괴했고, 특히, 코끼리의 이동 통로를 전기 울타리로 차단함으로써 코끼리들을 마을로 몰아넣고 있습니다. 마유라푸라 (Mayurapura)와 곤노루와(Gonnooruwa) 같은 지역의 5 천여 농가들은 마을로 내몰린 코끼리로 인해 안전, 농작물, 식량 안보를 위협받고 있습니다.
그동안 함반토타 지역 사회는 이미 함반토타 항구 임대 계약과 무분별한 도시화를 위한 개발 프로젝트 사업으로 인해, 강제 이주와 개발을 강요당해 왔습니다. 현재의 태양광 발전 단지 확장 사업도 같은 양상을 띠면서 지역 공동체의 고통을 가중시키고 있습니다.
한국의 시민사회단체들과 연대하는 현지 단체들에 따르면 이 프로젝트들은 의무적인 환경영향평가(EIA) 절차를 우회하고 지역 사회와 환경 보호 활동가들의 항의를 무시한 것으로 드러났습니다. 또한 지역 전문가들이 지적했듯이, 건조 지대 숲을 개간하고 태우는 행위는 저장된 탄소를 방출하고 지역 강수 패턴을 교란시켜, 태양광 프로젝트가 달성하겠다고 주장하는 바로 그 배출 감축 목표를 훼손합니다.
기온상승 1.5도 제한하기 위해서 화석연료 퇴출과 정의로운 재생에너지 전환은 불가피합니다. 정의로운 전환은 포용적이고 투명하며 생태학적으로 건강해야 합니다. 그러나 재생에너지 전환이 생물 다양성의 파괴와 농촌 빈곤층의 강제 이주를 바탕으로 이뤄진다면, 이는 제거하고자 하는 화석연료 시대의 착취적 논리를 그대로 재현하는 것입니다. 또한 자연생태계와 생물다양성을 파괴함으로써 인간과 비인간 존재 모두의 삶을 지탱하는 기반을 붕괴시킬 수 있습니다.
따라서 재생에너지 전환 사업을 추진하기 위해서는 사업의 영향을 받을 자연환경의 보호는 물론이고 다양한 이해관계자, 특히 가장 취약한 상황에 놓인 농민들을 비롯한 지역 주민들의 권리를 보장해야 합니다. 지난해 제30차 유엔기후총회에서 합의한 정의로운 전환의 결정문은 이러한 원칙을 잘 설명하고 있습니다. 정의로운 전환에 관한 합의문은, “모든 인권 및 노동권, 깨끗하고 건강하며 지속 가능한 환경에 대한 권리, 건강권 등" 포괄적인 권리의 실현과 사회적 대화, 사회보호, 폭넓고 의미있는 참여를 강조하고 있습니다.
무분별한 산림훼손은 홍수와 산사태 발생 가능성을 높이고, 기온상승으로 인해 어려움을 겪고 있는 농민과 지역공동체를 더 취약한 상황에 몰아 넣을 것입니다. 지난해 11월 말 사이클론 디트와(Ditwah)가 스리랑카를 강타한 이후, 2백만 여명의 이재민, 650명 이상의 사망자, 그리고 41억 달러 상당의 피해를 낳은 산사태가 그러한 예입니다.
우리 한국의 시민사회단체들은 아래와 같이 요구합니다.
- 코끼리 보호구역 내 모든 벌채 활동을 즉각 중단하라!
- 관련 법률을 엄격히 준수하고, 포괄적인 환경영향평가(EIA) 및 고고학적 영향 평가가 수행되고 공개되도록 보장하라!
- 태양광 발전 시설을 확대할 때 지역 환경운동가들이 권고한 것처럼, 원시림이나 생산적인 농경지 대신 황폐화된 토지(예. 폐광지)와 건물 지붕을 이용하라!

South Korean civil society organizations express deep concern over the massive solar park expansion project in the Hambantota region, which severely impacts the local ecosystem and human rights. This project, a form of 'green grabbing,' utilizes heavy machinery and deliberate burning of the land. Such actions threaten to destroy vital wildlife corridors for endangered elephants and displace local farming communities.
This project has already destroyed over 1,000 acres of forest within the elephant sanctuary. As their migration paths are blocked by electric fences, elephants are forced into nearby villages. This situation threatens the safety, livelihoods, and food security of 5,000 farmers and their families in Mayurapura and Gonnooruwa.
For years, the people of Hambantota have been displaced by development initiatives characterized by unmonitored urbanization and the controversial Hambantota Port lease. This current solar expansion project mirrors those past failures, threatening to deepen the ongoing hardship of the local community.
According to local organizations in partnership with South Korean civil society, these projects have circumvented mandatory Environmental Impact Assessment (EIA) procedures while ignoring protests from local communities and environmental activists. Furthermore, as local experts emphasize, the clearing and burning of dryland forests releases stored carbon and disrupts local rainfall patterns, directly undermining the emission reduction targets these solar projects claim to achieve.
Limiting global warming to 1.5 degrees requires a phase-out of fossil fuels and a just transition to renewable energy — one that is inclusive, transparent, and ecologically robust. However, when a transition threatens biodiversity and displaces vulnerable rural communities, it merely replicates the flawed logic of the fossil fuel era we seek to transcend. By destroying natural ecosystems, this project risks the collapse of the very foundations that sustain both human and non-human life.
Therefore, renewable energy transition projects must protect the natural environment and guarantee the rights of all stakeholders—particularly local residents and farmers in vulnerable situations. The Belem Action Mechanism established at COP30 clearly articulates these principles. This landmark agreement emphasizes the realization of comprehensive rights, including 'all human and labor rights, the right to a clean, healthy, and sustainable environment, and the right to health'. It further mandates that transitions must be built upon social dialogue, social protection, and broad, meaningful participation from affected communities.
Indiscriminate deforestation increases the chance of floods and landslides, which will devastate farmers and local communities who have already experienced the impact of rising temperatures. This is exactly what happened when a multitude of landslides followed Cyclone Ditwah, which struck Sri Lanka in November 2025, leaving 2 million people displaced, causing 650 deaths, and resulting in financial losses of US$4.1 billion.
We, the civil society organisations of South Korea, demand the following:
- Immediately halt all logging activities within the Elephant Sanctuary !
- Enforce strict compliance with relevant laws and ensure that comprehensive Environmental (EIA) and Archaeological Impact Assessments are conducted and made public !
- Prioritize degraded land, such as disused mining sites, and rooftops for expanding solar power facilities, rather than clearing primary forests or productive farmland, as recommended by local environmental activists !
